SUMMARY:Online public consultation Patterson Creek Bistro
DESCRIPTION:The National Capital Commission is holding an online public consultation Thursday\, March 11\, from 6:30 to 8:30 p.m.\, on a pilot project to have a 40-seat bistro near the Patterson Creek pavilion. This proposal is significantly different from the first one made in 2019. Thursday’s consultation will be the first one on this new proposal. \nSign up on the NCC’s website to receive the link to join the meeting. \nBackground:\nIn 2019\, the NCC proposed three bistros as a pilot project: at Confederation Park\, at Remic Rapids and at Patterson Creek. (The other bistros operated in 2019 and 2020.) Back then\, the Patterson Creek bistro was to have consisted of a 240-square-metre patio\, two refurbished shipping containers and portable toilets. \nMay 2019 \nThe Glebe Community Association received an email from the NCC on May 29 (after the GCA’s May board meeting)\, informing us of the project. The GCA asked who in the community was consulted about strategies to minimize any impact\, how the GCA might work with the NCC to engage with those most likely to be affected\, and how project success would be measured. The NCC’s response included information about the three sites being animated\, hours of operation and mitigation measures around waste\, and noted that the NCC would evaluate success of the bistro. There was no description of community engagement approaches.\nJune 2019 \nNeighbours noticed a liquor licence application posted on the railing along the water. Construction equipment appeared in the park on June 17\, but work was suspended given nearby residents’ concerns. These residents subsequently circulated a petition that garnered 200 signatures of those opposed to the pilot project.\nIn response\, the NCC quickly organized an open house on June 24 to discuss the project with the community. The open house was attended by hundreds of people\, the majority of whom expressed concerns about the project.\nJuly 2019 \nOn July 4\, Sarah Viehbeck\, then GCA president\, wrote to the NCC CEO Tobi Nussbaum to raise the GCA’s concerns about the lack of consultation. She requested documentation about the project and that the GCA be involved in the project’s evaluation.\nThroughout July and August\, concerned neighbours sent multiple inquiries and requests for information. Not being satisfied with the response\, they made a complaint to the NCC’s Ombudsman about the lack of a proper consultation process.\nAugust 2019 to March 2020 \nThe NCC ombudsman initiated an investigation into the project in August 2019 and issued a report in March 2020. (Here is an Ottawa Citizen article about the report.) The ombudsman determined that the NCC had not conformed with the spirit or the letter of its Public Engagement Policy\, that it needed to “reset” consultations and that consultations should be undertaken “at a flexible stage whereby the final decision takes public concerns and interests into account.”\nIn September 2019\, the NCC wrote to the GCA for input on the evaluation criteria for the project. The GCA discussed this at its October board meeting and sent a response suggesting that “community impact” be a criterion. The NCC presented evaluation criteria to its Board that did not include that suggested criterion.\nApril 2020 \nAt its April meeting\, the GCA passed a motion asking the NCC not to proceed with the bistro during the summer of 2020 because of the COVID-19 pandemic.\nNovember 2020 to present \nIn November\, neighbours appeared before the Ontario Licence Appeal Tribunal to object to the issuance of a liquor licence.\nIn January 2021\, a settlement was reached: the NCC agreed not to install shipping containers and portable toilets in the park and made other adjustments related to the size\, location\, hours\, noise\, lighting and cooking on the premises.

DESCRIPTION:On January 31 from 7 to 9 p.m. at the Lansdowne Park Horticulture Building\, The Ottawa Hospital will host a public information session to present an update on hospital services planned for the new campus and the background journey to an architectural design concept. \nThe location of the Hospital will have benefits and impacts on the Glebe and this information session is a great opportunity to learn more. \nhttp://greatertogether.ca \nThe Ottawa Hospital has begun the planning process for the development of a new regional trauma and acute care centre at the former site of the Sir John Carling building to replace the existing Civic Campus\, which has been in operation since 1924. Public engagement so far has included a third-party report on engagement\, a series of community feedback sessions\, and the launch of a website devoted to sharing information and soliciting ideas. Community members\, patients and hospital staff have been sharing ideas and priorities for the new campus. \nOn January 31 from 7 to 9 p.m. at the Lansdowne Park Horticulture Building\, The Ottawa Hospital will host a public information session to present an update on hospital services planned for the new campus and the background journey to an architectural design concept. \nThe draft architectural concept will demonstrate the landscape influences behind how the buildings could be placed on the Sir John Carling site. The session will also update on a Community Engagement Group which will work closely with the hospital’s Board of Governors on range of issues such as access\, parking\, greenspace and design. \nThank you to everyone who participated and shared ideas and feedback in the initial series of information sessions. DESCRIPTION:ALL ARE WELCOME to join the discussion before the Board vote’s on the motion. \nBackground to the MOTION: \nWhereas Canderel has submitted an application for an eight (8) storey mixed use development at 890/900 Bank Street (Mr Muffler/Beer Store) that would require relief from a number of zoning bylaws \nAnd whereas this would be a very significant development on Bank Street that could set some critical precedents \nAnd whereas the GCA’s Planning Committee has reviewed the development application in some detail (which are available on the City’s DevApps website:  http://app01.ottawa.ca/postingplans/appDetails.jsf?lang=en&appId=__00BPB0 \nAnd whereas\, \n\nRespecting existing by-laws is in fact consistent with the Provincial Policy Statement (PPS)\nGreater heights and massing proposed do not provide appropriate transition as per the City’s Official Plan\nThe project falls far short in meeting some key objectives of the City’s Traditional Mainstreet guidelines\, as well as a number of the important underpinning guidelines\nNegative impacts on neighbouring residential properties are unreasonable and have not been sufficiently addressed\n\nMOTION: \nThe GCA Planning Committee seeks the approval of the GCA Board to request the City to pursue modifications to this proposal\, as follows: \n\nthe building height of the “Mr Muffler” portion of the property backing on to Monk St residents should be restricted to the current 15 m/4 storey cap.\nthe portion of the building that shares side yards with residential properties on Monk Street should also remain at the 15m height\, although some consideration for additional height may be possible if the design were to respect a 45 degree angle line of sight\nthe eight (8) storeys fronting Bank Street is incompatible with the low-rise character in the core of the Glebe’s Traditional Mainstreet and creates unacceptable impacts as well as disruption to the continuity of low rise building heights.  While some consideration can be given to increased height above the current 15m cap\, this should only occur where the upper storeys are stepped back to respect a 45 degree angle line of sight.\nthe building should be set back a minimum 3 m where it abuts residential properties\n\n
