DESCRIPTION:ALL ARE WELCOME to join the discussion before the Board vote’s on the motion. \nBackground to the MOTION: \nWhereas Canderel has submitted an application for an eight (8) storey mixed use development at 890/900 Bank Street (Mr Muffler/Beer Store) that would require relief from a number of zoning bylaws \nAnd whereas this would be a very significant development on Bank Street that could set some critical precedents \nAnd whereas the GCA’s Planning Committee has reviewed the development application in some detail (which are available on the City’s DevApps website:  http://app01.ottawa.ca/postingplans/appDetails.jsf?lang=en&appId=__00BPB0 \nAnd whereas\, \n\nRespecting existing by-laws is in fact consistent with the Provincial Policy Statement (PPS)\nGreater heights and massing proposed do not provide appropriate transition as per the City’s Official Plan\nThe project falls far short in meeting some key objectives of the City’s Traditional Mainstreet guidelines\, as well as a number of the important underpinning guidelines\nNegative impacts on neighbouring residential properties are unreasonable and have not been sufficiently addressed\n\nMOTION: \nThe GCA Planning Committee seeks the approval of the GCA Board to request the City to pursue modifications to this proposal\, as follows: \n\nthe building height of the “Mr Muffler” portion of the property backing on to Monk St residents should be restricted to the current 15 m/4 storey cap.\nthe portion of the building that shares side yards with residential properties on Monk Street should also remain at the 15m height\, although some consideration for additional height may be possible if the design were to respect a 45 degree angle line of sight\nthe eight (8) storeys fronting Bank Street is incompatible with the low-rise character in the core of the Glebe’s Traditional Mainstreet and creates unacceptable impacts as well as disruption to the continuity of low rise building heights.  While some consideration can be given to increased height above the current 15m cap\, this should only occur where the upper storeys are stepped back to respect a 45 degree angle line of sight.\nthe building should be set back a minimum 3 m where it abuts residential properties\n\n

In that light\, it is probably appropriate to review the Planning Committee mandate. \n\nTo provide the Glebe Community with information related to the Planning Requirements of the City of Ottawa and to act on the Community’s or members’ behalves as required.\nTo participate in the City of Ottawa Planning processes related to the changes being undertaken to Zoning Regulations.\nTo act as the Glebe’s expert resource for the neighbourhood implementation of the Ontario Planning Act.\n\nProposal: \nRole \nThe Planning Committee advises the GCA board on issues related to planning and development in the Glebe. \nMandate \nThe mandate of the Planning Committee is to: \n\nMonitor development proposals for conformity with principles and policies adopted by the GCA board.\nWork proactively with residents and other stakeholders to develop community supported positions regarding proposed planning and development activities\nRecommend policy positions to the GCA board on planning issues\, following community consultation\, analysis\, and discussion with public bodies\, developers and other stakeholders;\nCommunicate GCA views and positions by making representations to the City and other public bodies\, development stakeholders\nSupport the Glebe Community by providing information related to the Planning processes of the City of Ottawa\nPromote dialog and discussion and provide information regarding planning issues impacting the Glebe neighbourhood\n\n[/toggle] \n[toggle title=”Motion 2 – Tenant Committee Mandate (Kaleb or Lauren for Dan Chook Reid):” open=”no”] \nBe it resolved that the GCA adopt the following mandate for the Tenants’ Committee: \nThe GCA Tenant’s Committee seeks to represent and engage tenants within the Glebe neighbourhood and increase their involvement throughout every level of the GCA.
