SUMMARY:Online public consultation Patterson Creek Bistro
DESCRIPTION:The National Capital Commission is holding an online public consultation Thursday\, March 11\, from 6:30 to 8:30 p.m.\, on a pilot project to have a 40-seat bistro near the Patterson Creek pavilion. This proposal is significantly different from the first one made in 2019. Thursday’s consultation will be the first one on this new proposal. \nSign up on the NCC’s website to receive the link to join the meeting. \nBackground:\nIn 2019\, the NCC proposed three bistros as a pilot project: at Confederation Park\, at Remic Rapids and at Patterson Creek. (The other bistros operated in 2019 and 2020.) Back then\, the Patterson Creek bistro was to have consisted of a 240-square-metre patio\, two refurbished shipping containers and portable toilets. \nMay 2019 \nThe Glebe Community Association received an email from the NCC on May 29 (after the GCA’s May board meeting)\, informing us of the project. The GCA asked who in the community was consulted about strategies to minimize any impact\, how the GCA might work with the NCC to engage with those most likely to be affected\, and how project success would be measured. The NCC’s response included information about the three sites being animated\, hours of operation and mitigation measures around waste\, and noted that the NCC would evaluate success of the bistro. There was no description of community engagement approaches.\nJune 2019 \nNeighbours noticed a liquor licence application posted on the railing along the water. Construction equipment appeared in the park on June 17\, but work was suspended given nearby residents’ concerns. These residents subsequently circulated a petition that garnered 200 signatures of those opposed to the pilot project.\nIn response\, the NCC quickly organized an open house on June 24 to discuss the project with the community. The open house was attended by hundreds of people\, the majority of whom expressed concerns about the project.\nJuly 2019 \nOn July 4\, Sarah Viehbeck\, then GCA president\, wrote to the NCC CEO Tobi Nussbaum to raise the GCA’s concerns about the lack of consultation. She requested documentation about the project and that the GCA be involved in the project’s evaluation.\nThroughout July and August\, concerned neighbours sent multiple inquiries and requests for information. Not being satisfied with the response\, they made a complaint to the NCC’s Ombudsman about the lack of a proper consultation process.\nAugust 2019 to March 2020 \nThe NCC ombudsman initiated an investigation into the project in August 2019 and issued a report in March 2020. (Here is an Ottawa Citizen article about the report.) The ombudsman determined that the NCC had not conformed with the spirit or the letter of its Public Engagement Policy\, that it needed to “reset” consultations and that consultations should be undertaken “at a flexible stage whereby the final decision takes public concerns and interests into account.”\nIn September 2019\, the NCC wrote to the GCA for input on the evaluation criteria for the project. The GCA discussed this at its October board meeting and sent a response suggesting that “community impact” be a criterion. The NCC presented evaluation criteria to its Board that did not include that suggested criterion.\nApril 2020 \nAt its April meeting\, the GCA passed a motion asking the NCC not to proceed with the bistro during the summer of 2020 because of the COVID-19 pandemic.\nNovember 2020 to present \nIn November\, neighbours appeared before the Ontario Licence Appeal Tribunal to object to the issuance of a liquor licence.\nIn January 2021\, a settlement was reached: the NCC agreed not to install shipping containers and portable toilets in the park and made other adjustments related to the size\, location\, hours\, noise\, lighting and cooking on the premises.

If you are interested in learning more about these plans and provide meaningful feedback to enhance the future of Aberdeen Square\, please register in advance using the following link: https://us02web.zoom.us/webinar/register/WN_rbIk6OPFRcyTeoEf-rjoVg Once you register\, you will be sent the link to connect to the consultation.\n\nBackground:\n\nFollowing the deal the City made with Lac Lémy Casino last year\, specifically\, the $250K in funding they received to rename Aberdeen square\, the Ottawa Sports and Entertainment Group (OSEG) has been developing plans to enhance the square.\n\nArchitectural designs have been developed by Barry Hobin that incorporates the Aberdeen Pavilion into the square\, with flexibility built in so the square can be adapted for several different types of events. We have heard that the main components include:\n\n1)      Plaza (main stage) – performance area\, small scale events (small musical performance\, comedy nights\, etc).\n2)      Modular (stage platforms).\n3)      Iconic street furniture with flexible use – more shade\, more furniture\, a more animated square.\n4)      Expanded Aberdeen pavilion – pulling in some of the heritage features of the pavilion and history of the site.\n5)      Four season animation – year-round animation with themes for each.\n6)      Heritage sensibilities.\n\nDesigns will be shared during the virtual consultation and participants will have the opportunity to review and provide feedback to enhance these plans.\n\nNext steps: \nOSEG will finalize the design plans based on the feedback received from the community consultations and other stakeholders including the Ottawa Farmers Market and Heritage Ottawa. DESCRIPTION: Community Celebration of the Opening of Flora Bridge 4:00 p.m.\, Saturday\, July 20\n\n\n\n\n\n\n\n\n\n\nGCA and its sister community associations are hosting a community celebration of the opening of Flora Footbridge  4:00 p.m.\, Saturday\, July 20 (rain date Sunday\, July 21).\n\n\n\n\n\n\n\n\n\n \n\nThe City’s dedication of the footbridge in late June and the casual opening two days later caught many by surprise so the community gathering will allow all of us to celebrate our new connection and glorious public space over the Rideau Canal.   \n\n \n\nAt  4:00 p.m.\, in the middle of the bridge\, community children are invited to bring their scissors and jointly cut the ribbon. Brief remarks from community association presidents will follow. Then all attendees will be invited to the Old Ottawa east/south side for a piece of cake after which they can walk across the bridge to the Glebe side for a glass of lemonade (please bring your own cup/mug to reduce plastic waste).\n \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nShort\, simple and fun.  See you there! Community members worked long and hard to make the bridge a reality. Let’s celebrate.

SUMMARY:Heritage at the GGS 2019!
DESCRIPTION:Heritage Plaques at the Great Glebe Garage Sale \nFor the 6th year running\, the Glebe Community Association invites homeowners and residents of the Glebe to celebrate the architecture and social history of the neighbourhood by displaying a temporary plaque identifying the history and architecture of your home on May 25\, 2019. \nWant to join in?  It’s simple! Prepare and install a simple temporary plaque on your home and include whatever information you like.  We suggest something on basic architectural style along with something on the builder/architect and historical occupants.   We have a template available on our website to help and we are also happy to prepare the plaque for you using the research we’ve collected.  We suggest you use an adhesive label on foam board and attach it to a stick or a tree! If your home is one of those proposed by the City to be listed on the Heritage Register\, we can provide you with a copy of the document for your house to use in making your plaque. \nIf you are looking for help and sources to locate historical information on your house\, we suggest you check out the City of Ottawa Archives guide on Researching the History of your Home.  We have also added some tips on the committee website on how you can do basic research from home! \nSince completing preliminary research for the proposed Phase II of Clemow Estate HCD\, the Glebe Community Association Heritage committee has made our research results available to residents.  In 2017\, the committee prepared temporary plaques for all 160 houses in the study area with that information.   For those of you in the study area\, We hope you will put out your signs again this year!  If you no longer have your sign\, we’d be happy to make you a replacement.  Drop the committee an e-mail! \nThe committee is also continuing to conduct research in the Phase III study area which includes Powell Ave\, Glebe Avenue from Bank to Bronson and Central Park West including the homes surrounding the park.
