DESCRIPTION: Community Celebration of the Opening of Flora Bridge 4:00 p.m.\, Saturday\, July 20\n\n\n\n\n\n\n\n\n\n\nGCA and its sister community associations are hosting a community celebration of the opening of Flora Footbridge  4:00 p.m.\, Saturday\, July 20 (rain date Sunday\, July 21).\n\n\n\n\n\n\n\n\n\n \n\nThe City’s dedication of the footbridge in late June and the casual opening two days later caught many by surprise so the community gathering will allow all of us to celebrate our new connection and glorious public space over the Rideau Canal.   \n\n \n\nAt  4:00 p.m.\, in the middle of the bridge\, community children are invited to bring their scissors and jointly cut the ribbon. Brief remarks from community association presidents will follow. Then all attendees will be invited to the Old Ottawa east/south side for a piece of cake after which they can walk across the bridge to the Glebe side for a glass of lemonade (please bring your own cup/mug to reduce plastic waste).\n \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nShort\, simple and fun.  See you there! Community members worked long and hard to make the bridge a reality. Let’s celebrate.

DESCRIPTION:Heritage Plaques at the Great Glebe Garage Sale \nFor the 6th year running\, the Glebe Community Association invites homeowners and residents of the Glebe to celebrate the architecture and social history of the neighbourhood by displaying a temporary plaque identifying the history and architecture of your home on May 25\, 2019. \nWant to join in?  It’s simple! Prepare and install a simple temporary plaque on your home and include whatever information you like.  We suggest something on basic architectural style along with something on the builder/architect and historical occupants.   We have a template available on our website to help and we are also happy to prepare the plaque for you using the research we’ve collected.  We suggest you use an adhesive label on foam board and attach it to a stick or a tree! If your home is one of those proposed by the City to be listed on the Heritage Register\, we can provide you with a copy of the document for your house to use in making your plaque. \nIf you are looking for help and sources to locate historical information on your house\, we suggest you check out the City of Ottawa Archives guide on Researching the History of your Home.  We have also added some tips on the committee website on how you can do basic research from home! \nSince completing preliminary research for the proposed Phase II of Clemow Estate HCD\, the Glebe Community Association Heritage committee has made our research results available to residents.  In 2017\, the committee prepared temporary plaques for all 160 houses in the study area with that information.   For those of you in the study area\, We hope you will put out your signs again this year!  If you no longer have your sign\, we’d be happy to make you a replacement.  Drop the committee an e-mail! \nThe committee is also continuing to conduct research in the Phase III study area which includes Powell Ave\, Glebe Avenue from Bank to Bronson and Central Park West including the homes surrounding the park. DESCRIPTION:Bank Street Development Building Heights\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\nMonday April 29th\, 7:00pm\nMutchmor Public School (small gym)\n\n\n\n\n\n\nHeight map PDF: Height Map April 20 2019 (1)\n\n\nThe City of Ottawa is conducting a study regarding the height and character of Bank Street in the Glebe (see here: https://ottawa.ca/en/city-hall/public-engagement/projects/bank-street-glebe-height-and-character-study).\n\nThe GCA is preparing to submit our position into the City planners and require broad engagement on the matter of building heights for new developments on Bank Street. Any position that the GCA ultimately takes will be entirely contingent upon the City conducting appropriate planning studies to inform final decisions.\n\nThe proposed motion about height is as follows:\n\nInitial comments on Bank St. Height and Character Study\n\n\nWhereas the City of Ottawa is undertaking the above-mentioned study and has invited initial feedback and comments from the community regarding appropriateness of building height\, character and transition elements\, as well as prioritisation of travel modes on Bank Street; \nWhereas the GCA’s Planning Committee has reviewed the vision for Bank Street articulated in ImagineGlebe (2016) as well as almost 90 surveys completed by community members as part of the present study which indicated strong support for maintaining 4 storey height limit with some potential for additional height at northern and southern portions of Bank Street; \nWhereas the existing heritage structures are a key part of the character of Bank Street and the outcome of the City’s efforts to create the heritage register which includes many Bank Street buildings should be specifically taken in account in any final study recommendations; \nWhereas the GCA promotes appropriate intensification/building height/form and a vibrant Bank Street; \nWhereas the GCA values development that contributes strongly to building a community that promotes a livable\, sustainable and diverse urban neighbourhood\, as reflected in the core comments from both this study and ImagineGlebe; \nWhereas the comments that follow are provided with the explicit caveat that they will be appropriately assessed and refined through specific planning studies as part of this overall study so the impacts (including\, but not limited to sun shadow\, increased density\, etc.) can be properly understood; \nBe it resolved that within the study area: \nThe following building heights (see map) may be appropriate\, based on the planning studies noted above: \n\n\nZone A: Village. A maximum height of 4 storeys between Fifth and Patterson Avenue  (the core of the Glebe “village”) \n\n\nZone B and C: Transition. A maximum height of 6 storeys between Fifth and Holmwood Avenues and Patterson and Pretoria Avenues \n\n\nZone D and E: Neighbourhood scale gateway. Areas potentially suitable for higher densities and taller buildings (specific criteria to be developed through additional planning and design work as part of this study to ensure compatibility with low-rise residential). \n\n\n\n\n\n\nAt the April 23 GCA meeting\, the GCA passed the following motion and will also feed this position into the Bank Street Height and Character Study.\n\n\nBe it resolved that within the study area: \nThe building heights as set out in Part 1 should be considered only in conjunction with the following building transitions and appropriate planning studies: \n\n\nTo better establish pedestrian scale\, any building up to 6 storeys should provide a more meaningful “step back” of a minimum of 2.5 m after the 3rd storey (current TM zoning calls for step back of 2 m after 4th storey). For buildings above 6 storeys\, the building step back should be a minimum of 4 m. \n\n\nTo achieve appropriate scale with the north side of Central Park (west side of Bank Street)\, a meaningful building stepback above a 3rd storey of a building that overlooks the park. \n\n\nBuilding heights/transitions should ensure that Bank Street sidewalks have a substantial amount of sun on their entirety (i.e. no less than 5 hours of sunlight per day between spring and fall equinox and/or X hours during winter months.).  [Note that this may point to different constraints on east vs. west side of Bank Street]. \n\n\nWhere building height is above 4 storeys\, built form MUST respect all other current TM zoning (ie. to include 7.5m rear yard set back\, as well as respect for 45 degree angular plane transition down to the rear/residential zone). \n\n\nConsideration could be given to “relaxing” the required 7.5 m building set back to 3 m\, but ONLY where a building continues to respect the 45 degree angular plane (this would result in a building being no higher than 2 storeys within 3 m of rear lot line).  If allowed\, appropriate amenity space\, preferably incorporating  trees\, MUST be provided to the rear of the building to provide better transition to residential\, provide shade and health/environmental benefits. \n\n\nThat existing heritage structures are a key part of the character of Bank Street and the outcome of the City’s efforts to create the heritage register which includes many Bank Street buildings should be specifically taken in account in any final study recommendations and that character should be enhanced and promoted by ensuring that: \n\n\nStore widths in buildings should be no wider than the current average storefront\, +25% [or equivalent metric to ensure compatibility with existing cadence] \n\n\nBuilding design itself reflects the existing store width “cadence”\, in other words\, design must incorporate transitions so that building does not “read” as single built form. \n\n\nExterior materials should reflect heritage elements. \n\n\nBuildings should contribute to climate adaptability in the overall design\, e.g. through green/landscaping and green buildings. \n\n\nThat the first storey building height be in keeping with the existing character \n\n\nWith respect to prioritisation of travel and traffic issues:\n– Pedestrian traffic is overwhelmingly seen as needing greater priority. Enhancements to ensure greater walkability/safety is a key issue. \n– Priority should also be given to people taking transit as a strong second priority. \n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n\n– The need to slow traffic down has been identified as a priority (vehicular traffic was rated last)
